The fundamental idea is to present an American symbol with its new political reality. A moment of introspection, self-reflection. The eagle is presented by its own image, causing it to ask Who are we (or is it you)? What are the principles that define us? It is looking at itself from a close distance, yet is seemingly oblivious to itself.
